A mediterranean species Verbascum, “Wavy leaved verbascum”, due to the amazingly ornate leaf rosette. This is a very drought tolerant plant that will grow happily in gravel gardens. A short lived perennial, but will set plenty of seed when it flowers, its massive 7ft, candelabra of spangly yellow verbascum flowers.
Plant these guy in spring and keep on the dry side over winter for now.
