A borderline hardy Shrubby/tree thingy. Think it’s hardier than they say, the ones I’ve grown have coped fine with below -5 when other allegedly hardier things have failed.
Nice thing, soft blue/ivory flowers in summer, open and slightly hibiscusy. Plant in a sheltered spot, they’re buggers for getting rocked out!
